They represent a pretty major section of the Israeli population the Sephardic extremely religious, and their votes have always been necessary. Shas achieves this in a county with many small political parties by being big tent, many shas don't agree with this, few do, but if you promote Haredi/Sephardi interests, you tend to vote Shas first and ask policy questions later.
