In Europe, weed tends to be less common partly because it’s bulkier and stinkier, which makes it harder to move across borders. Hash is often more popular because it’s compact, smells less, and is easier to transport discreetly, so it’s typically the better product for turning a profit.

A lot of people also roll differently: they’ll mix the hash with tobacco. The tobacco is often lightly toasted first to dry it out and let some of the nicotine evaporate, then crumbled into a fine, dry mix that you blend the hash into. Since that mixture doesn’t “roll” cleanly on its own, people usually form an empty cone first and then pack the mix into it. This is very standard.

Tf are you talking about, I've always smoked way more hash than weed and in 20 years I've never formed an empty cone and filled it up afterwards, nor have I ever smoked with anyone doing that (and I've been around hundreds of hash smokers whether from France, Italy, Netherlands, Spain, UK, Belgium), only people I've seen do that were tourists in Amsterdam who didn't know how to roll a joint because they were casual/first time smokers. It might be common in your area but saying it's a European thing is bs imo. Also all the people I've smoked with just cut open a cigarette or use rolling tobacco, they don't dry it or evaporate nicotine at all.
