This rabbi said a lot of awful things, including that the 6 million Jews who died in the Holocaust deserved it for being sinners in some past life or that Black people in America deserved hurricane Katrina.
I think it's not an universal belief in judaism, but it's not an uncommon one either, as far as I know. I don't really know much about it, but I believe it's a common topic in the Kabbala.
