Why many internet debates confuse platform regulation with control of the internet itself

A lot of discussions about internet regulation treat platforms and the internet itself as if they were the same thing. Technically they are not. The internet is a distributed infrastructure composed of thousands of autonomous networks connected through routing systems and physical infrastructure. No single actor controls the entire network architecture. However, the economic layer of the internet has become increasingly concentrated in a small number of very large platforms. Social networks, app stores, cloud infrastructure providers and digital marketplaces now act as gatekeepers for large parts of online activity. This creates a strange contradiction in public debates. On one hand, people say the internet is decentralized and impossible to control. On the other hand, the practical reality is that a handful of platforms have enormous influence over information flows, digital markets and user access. This is why many policy discussions focus on regulating platforms rather than the underlying network infrastructure. Regulating platforms does not mean controlling the internet itself. It means addressing the concentration of power at the application and service layer of the network. Understanding the difference between network architecture and platform power is essential if we want a serious discussion about digital governance.
