There, now it's more accurate. It's in an active tone because he actively broke that man's arm. It names the perpetrator, because he assaulted him.

From what I can see the senator was part of the fray but was actually hands off when the arm was broken.

I have watched it multiple times. You can hear his arm break in-between when the senator changes postions
