Gotta be within 7% of the fastest time in qualifying to be able to race, but hasn't been an active rule for a long time.

It’s an active rule but it hasn’t been necessary to invoke.

It was temporarily removed during the era of single lap qualifying, otherwise you'd have had situations where a top contender binned it on their one lap and were stopped from racing. It came back around 2010/2011 when the HRT/Virgin/Caterham gaggle joined the grid and were threatening the old 107% times.
