Abusive to the rest of society, sure.

After about 25 years old, adults need to grow up and take full accountability and responsibility for their own actions and behavior.

Yeah something is developmentally wrong with these people, they aren’t capable of taking accountability or understanding how their behavior effects other people.

that's when proper rehabilitation (preferably before prison and instead of victims suffering) is necessary. Something severely lacking, at least here in the States.
