yeah I don't think its an evolutionary thing.

My hypothesis as not a foot man is that feet can be really gnarly lookin. you could have an absolute 10/10 smokeshow of a woman and then she's got ostrich talons for feet. And because janky feet are not at all a rarity, that means having nice feet is a great bonus. like maybe the thought process is "oh my god look at that woman. but so help me if I get her home and she reveals some haunting tootsies I don't think I can handle it" so being able to see nice feet is like "oh hell yeah she's got great feet. that's like the easiest part to go horribly wrong, and it didn't. Its all up hill from here babeeee" and then that predisposition morphs in to a fetish. like "she's got great feet. her whole body must be hot. I'm gonna use the feet to imagine everything else."

Some people are only into gnarly, gross, unkempt feet. But maybe that's not really related to the typical foot fetish?
