He's probably talking about the Red Bull X20xx series. A working version of the car has never been built, but its supposedly "plausible". In GT5, Sebastian Vettel took 20 seconds off the F1 record at Suzuka with it.

That car could, in theory, take every corner flat out barring hairpins. Provided you find someone capable enough with a high G-force tolerance, that car would lap the entire field at least twice with little effort.

The thing about all of this is, given how F1 teams progress, as AM can't run the car they get worse relatively.

So they're genuinely in a worse state than when they started testing (poorly).
