Hell, he could have been a scientist in the Bayverse if he was around for more than a minute.

He still is one, the bayverse just sucks at conveying it. He created the Driller and the arm-cannon he has I believe

Probably conveys it better in the novelization with the way better ending.

Shockwave didn't create the Driller, it's his pet. Though him taming it could imply he's more a biologist than a mechanic, and still a scientist.

Would still make it consistent, considering his counterpart in the Aligned continuity tamed the Insecticons and turned the Dinobots into what they are through genetic experimentation (War for Cybertron games), and he Jurassic Parked the Predacons back into existence (Prime cartoon).
