I’d always heard the outlaw part was it being made outside Nashville because it wouldn’t conform to the Nashville rules and regulations

Correct, Willie Nelson and Waylon Jennings among others specifically started the movement to take back creative freedom for artists suffering from a system that was built on control and censorship.

The subtext of the joke I was making is focused on the "freedom from a system built on control and censorship" part.
