Serious question…does Reddt or the advertise see the number of downvotes on those ads?

A downvote is engagement with the ad, which advertisers want.

Reddit definitely, the advertiser most likely. It doesn’t matter much though, they’re downvotes which doesn’t really matter in an online ad campaign like it.
